Raipur (Chattisgarh) [India] September 12 (ANI): Addressing the two-day Collector Conference at the New Circuit House in Raipur, Chattisgarh Chief Minister Vishnu Deo Sai said that over the past nine months, significant efforts have been made to transform the state with the implementation of Prime Minister Narendra Modi’s guarantees, an official release said.
However, he emphasized that more dedicated efforts are required to realize the vision of a developed Chhattisgarh. Chief Minister Sai instructed the collectors to ensure that all government schemes are implemented with full transparency, ensuring that their benefits reach the last eligible individual in society.
The Chief Minister urged officials to work towards achieving the saturation targets in all flagship schemes. He expressed strong displeasure over reports of misconduct by government officials towards the general public and school students in some districts.
He directed the officials to address public grievances with utmost sensitivity and resolve them at the earliest. Emphasizing the need for decorum in the conduct of officials, he instructed collectors to ensure that officials interact with the public in a respectful manner, warning that strict action should be taken against any subordinate officer who fails to maintain appropriate language and behavior.
CM Sai further stated that local issues must be resolved at the district level to avoid unnecessary travel by citizens to the state capital for minor problems. The district administration should be proactive in resolving public issues brought to their attention by representatives. During the review of the Revenue Department, Sai said that this department is closely connected with the common people and farmers. Timely resolution of revenue cases without unnecessary delays enhances the image of the government. He instructed officials to address minor land-related issues and errors with full sensitivity within the stipulated time frame.
Chief Minister expressed dissatisfaction over the slow pace of resolving revenue cases in the districts of Sarangarh-Bilaigarh, Bastar, and Khairagarh-Chhuikhadan-Gandai.
He inquired about the status of undisputed and disputed land transfers, account divisions, demarcations, error corrections, diversions, unsurveyed villages, and land mapping in each district. He further instructed that districts with less than 70% progress in resolving revenue cases must pay special attention to the matter. Disputed partition cases should not remain pending for more than six months, and demarcation cases should be resolved promptly. He also directed all commissioners to regularly visit their subordinate districts to review the status of revenue case resolutions.
Highlighting the state’s achievements, the Chief Minister stated that Chhattisgarh has recently been sanctioned 8,46,931 houses under Pradhan Mantri Awas Yojana. He pointed out that this program had significantly lagged during the previous government, and now, efforts must be intensified to complete the housing projects. Additionally, the state has decided to provide houses to approximately 47,000 homeless families under the Mukhyamantri Awas Yojana, which will also be executed with urgency.
Sai emphasized that the ongoing cleanliness survey in the state requires focused efforts to ensure that Chhattisgarh’s villages and panchayats meet all standards. He highlighted the importance of MGNREGA as an excellent means of employment generation and urged officials to develop useful infrastructure in rural areas through the scheme. He also expressed dissatisfaction with the low generation of workdays under MGNREGA in the Bastar district and instructed collectors to focus on promoting self-help groups in rural areas and ensure proper arrangements for their training and bank linkages.
The Chief Minister instructed that the problems in panchayats be addressed through extensive inspections and emphasized the need for rapid construction of houses under the Pradhan Mantri Awas Yojana, as this is the government’s top priority.
He mentioned that the first installment of funds under this scheme would be released by the Prime Minister on 15 September.
During the review of the implementation of the Pradhan Mantri Vishwakarma Kaushal Vikas Yojana, the Chief Minister expressed displeasure over the lack of progress in the districts of Khairagarh, Sarangarh, Sakti, and Raigarh, stating that this situation was unacceptable.
In reviewing the state’s healthcare services, the Chief Minister stressed the need for effective measures to combat kidney diseases in the Supabeda region of Gariaband district and suggested bringing in specialists from Delhi if necessary. He also instructed that the Pradhan Mantri National Dialysis Program be implemented across all districts, ensuring its benefits reach patients.
He emphasized achieving 100% Ayushman Bharat enrolment within the next six months and ensuring the smooth operation of PM Jan Aushadhi Kendras. Additionally, he reviewed the progress of the TB elimination program, commending Raipur and Bilaspur districts for their achievements, and directed other districts to accelerate their efforts in this regard.
The Chief Minister also reviewed the performance of the Education Department, expressing displeasure over delays in the distribution of bicycles under the Saraswati Cycle Scheme in some districts. He instructed collectors to ensure the timely distribution of bicycles at the start of the academic session.
Noting that Sukma and Balrampur districts had not yet distributed bicycles, he stated that such negligence would not be tolerated. During the review of the Tribal Development Department, Sai stressed ensuring 100% coverage of beneficiaries under the Prime Minister’s Jan Man Yojana.
He highlighted the need for improvement in the distribution of forest rights pattas in Kabirdham district and instructed districts with less than 80% digitalization of records to expedite their work. Special attention was also directed towards improving conditions in hostels and ashrams, with collectors being asked to personally inspect these institutions and ensure adherence to the prescribed food menu.
In reviewing the Women and Child Development Department, the Chief Minister described the Maternity Vandan Yojana as a flagship scheme of the government, emphasizing that no eligible woman should be left out. He directed that the implementation of the PM Matru Vandan Yojana be accelerated and reiterated the collective goal of eradicating malnutrition in the state. Special efforts by the department are necessary to achieve this goal.
The Collector-SP Conference was attended by Chief Secretary Amitabh Jain, Additional Chief Secretary Manoj Pingua, Secretary of the General Administration Department Anbalgan P., Secretaries to the Chief Minister Rahul Bhagat and P.
